The WEPL handbooks are now with Len Attard and a stock of them will be available from the secretary, from Saturday May 4th. As in previous years we are trying to spread collecting points around the county. Len himself has them either at his shop in Cheltenham or at Apperley. Hopefully Les Stenner will also have some in Cheltenham and Doug Oakey will have some for those in the Tewkesbury area. It is hopeful that Jeff Chandra will also have a small stock for those south of Gloucester on the A38.
Peter Sawyer also has the cards with the regulations summary and the tables for rain interruptions. Please try and arrange collection if possible from one of the abover stockists to keep postal costs down, especially as the handbooks are reported to be larger and heavier this season! If posting is the only option, then please let Peter know.

It was great to start the evening with our presentations. These were made by Bob Hampshire, the GACO Performance and Education Officer. Clive Jones was awarded the Cliff Mitchell Award as Umpire of the Year for 2012 with Mark Malone selected as the umpire making the most progress. These were selected by the Performance Group. Natalie Roach, of Charlton Kings CC, was awarded the Derek Hibbs Trophy as Scorer of the Year as voted by GACUS members.
Bob Hampshire was able then to give a presentation on the changes to WEPL regulations. Members have been informed of the changes in the Annual Report and a copy of the Ist XI regulations is available on the GACUS website. The WEPL handbooks should be with us soon and information about how to collect them will be communicated to members as in previous years.
Peter Sawyer and Clive Jones then spoke about the County League (GCCL). During the winter there have been a series of meetings between GACUS and GCCL following several issues that came up last season. As a result Peter and Clive attended a briefing meeting with 1st XI captains to address some issues.
Hopefully, all captains will go out of their way to welcome umpires and work with us to ensure a good game. The captains have been given some guidance and advice about completing their reports. Make sure both umpires meet with captains after the match and tell them you don't want any surprises when you read their reports! The captains appeared to welcome our input and the guidance we gave.
The regulations are few and unchanged, which means wide ball is as in the Laws! It is advised that you to remind captains of this at the pre-toss discussion.
Two areas also discussed with the captains were time and scorers. There is no restriction on time, but everyone wants the game to proceed at a pace of 17 overs per hour. There are no penalties in GCCL, but the captains have been told that the umpires will be chivvying them along.
There is no requirement for GCCL clubs to provide a scorer and this has been a real issue for umpires. The best we can do, with the support of the GCCL committee, is to insist scorers sit away from the players and together, that they should be told to acknowledge umpires signals every time and that the batting captain ensures the board is kept up to date every over. Remind captains that this will come up in the umpires’ report after the match, which one of you must submit via WTU.

It was reported that all of the 21 candidates on the Level 1 umpire courses that were held at Stroud and Hatherley and Reddings were successful and most will be standing this summer. It looks like we have a very healthy number of umpires at present.
Finally, members were informed that Peter Sawyer is now a verifier for DBS (formerly CRB) forms.
The umpiring and scoring awards for 2012 were presented to the award winners at the 2013 pre-season meeting on April 10th by Bob Hampshire (Glos ACO Education and Performance officer). Both umpiring awards were determined by the grading committee while the Scorer of the Year award was voted for by GACU&S umpiring and scoring members.

| LONG SERVICE AWARDS AT THE GACO AGM 2013 At the 2013 GACO AGM at Stroud Cricket Club, three GACO members (who are also GACU&S members) were presented with awards for long service to umpiring and scoring. Although ECBACO have only been in existence for 5 years, anyone whose membership transferred from ACU&S at the start of ECBACO can qualify for a 25 or 40 year award. The three members pictured on the right are L-R Sue Drinkwater, Jim Downes and Mike Edwards, who between them have amassed over 100 years’ officiating service.
